Firstly, because he was born in Salzburg long before it was ceded to Austria - in fact, it became Austrian after his death. Secondly, he called himself a "German Artist". The problem lies of course in the different meanings of the word "German" which until 1870 comprised all people of German culture, thus including Austrians. But to consider him Austrian in the modern sense is an inacceptable anachronism. Hitler, on the other hand, was born in Braunau well after it became Austrian
