no, the water hits the ground, it does NOT evaporate. (well, most of it, anyways) Since some of the water turns to vapor (only a small amount) due to increased surface area, it quickly cools down rapidly back into little droplets of water. That, is the mist you see.

if everyone would read the description you'd see that its not the water instantly freezing, hes using warm water in cold weather. its steaming mid-air like if you pour a pot of hot water in the sink and it steams on the way down in the cool air
